Okay, this is a longshot. I have very little to go on (really, nothing to go on) but I'm going to ask anyway.

Here's the little that I remember:

The song was released in the latter half of the 90s.

It was pretty chilled out (think Destiny by Zero 7).

It featured a female singer.

The music video featured said singer ascending the stairs to her flat. In the close, she encounters various neighbours, including kids playing in the close. The whole thing had a slowed down, dreamlike quality to it.

And that's it. I'll be truly amazed if anyone can name the song, but I thought I'd try my luck anyway.

My name is Luca? I don't know if that's the name of the song I'm thinking of per your video description and if it is it might be older than the 90s. The song was about a woman who was physically abused. Part of the lyrics were, "my name is Luca, I live on the second floor. I live upstairs from you... when it gets late at night whenever there's some trouble some kind of fight...
