What stops it from doing anything are the water valves and the water level switch. Power comes in at the water level switch (Sometimes through the lid switch first.), then the water level switch sends power to the water valves until the diaphragm on the water level switch gets pressure through hose from bottom of tub and then switches power to the timer to start the motor to agitate or spin. I do not have a wiring diagram for that specific machine, but almost all top loaders made by Whirlpool are the same. You will need a meter, but first take off hoses and check the screens. If they are stopped up, nothing will work. You can then test the water valves and the solenoids and the water level switch by removing the hose and blowing in it while testing the switch with an ohm meter (Unplug first).
