Hi all
I don't know if my question has a solution or anything like this has been invented
Let's assume we have 4 rooms each room has a vent or moisture remover or air condition (anything that requires AC power)
I want something to switch power on for room 1 for 10 minutes while the others are off , when the 10 minutes are over it will turn it off and swithc it on for room 2 then after 10 minutes turns it off and switches on room 3 and so on and when it's over repeats the cycle >>>>
Can this be done ? And how ?

You would need a solid state timer with numerous inputs and a zone controller for each room. Each room would need a separate air supply and return. In my opinion, not too practical and expensive. In essence you would have the AC running all the time and time control the zone valve. The only other way would to be to have a timed circuit relay for each room and a separate AC unit in each room.

What exactly are you trying to accomplish?

it sounds like you may be trying to cool (4) rooms while only paying the equivalent cost of cooling (1) room...?
If so, consider a small window air conditioner at 1 kW costs about $0.10 to $0.14 per hour. Point being that AC is already inexpensive and the ROI (return on investment) for trying to make it more economical is not good.
