Car will not start, when I turn the key, it makes a whinning noise from under the hood but the engine is not turning over. I tried jumping it but that does not help as I don't think it is the battery

If the starter motor cranks the engine, but it won't start, try this:

. Verify that the timing belt did not break, by confirming that the crankshaft rotates when you remove the oil filler cap, look inside, and crank the starter motor..

. Turn the ignition switch to ON (Position II) and see if the Check Engine Light comes on for 2 seconds and then goes out. If it does, then focus on the distributor. Normally, replacing the Ignition Control Module ICM) inside the distributor solves the problem. If you end up replacing the ICM, be sure to apply silicone heat transfer compound to the back of the new ICM; otherwise, it won't last long.

Along with a timing belt, could also be a stuck starter drive gear that is not engaging the flywheel.
