My roommate refusing to pay utilities and abusing them.

Sue them for their share in small claims court.
Do YOU have a lease? Do they, who doesn't have their name on a lease and who does. Hint... an expired lease is still considered a lease because the terms remain the same, it only reverts to month to month for the term.

Not enough information.
Are they renting a room from you? Example, you rented an apartment, and then sub rented a room to them/
OR>>> did you and them both rent a apartment from someone.
It makes a difference.
If they are just renting from you, evict them.
If you and them are renting a place together, you will have to sue them for rent.

Any question on law needs to include your general locale as laws vary by area. As noted we need to understand whether you rented the premises together or the roommate is renting from you.
