I have a washer and dryer in the basement with a water and gas line running across the ceiling to the appliances. I want to know if I can add a tee connector and run an additional water and gas line into the apartment above. The extra lines would run about 5 feet across and with an elbow connection, run 4 feet high and through the sheetrock.. is this a doable job? I'm totally not at all plumbing savvy and I hope you understand what I mean.

Can it be done? Yes. If you are "totally not at all plumbing savvy" have someone do it for you. Gas lines are not something you experiment on. Know the difference between compression and flare fittings? Good to learn if you want to try and do it.

The answer to the gas question is dependent on the size of the existing gas pipe (and the appliances connected to the pipe), the size/capacity of the existing gas meter and exactly what new appliance you will be connecting the new gas line to upstairs. Gas systems are engineered/designed to pretty specific standards so this would all need to be evaluated by a licensed plumber or gas-fitter, OK?

As an example, if your gas system is already taxed beyond capacity and you add another appliance you may not notice a problem now, but some time during the middle of the winter, when gas is being used at the extreme end of capacity your water heater or boiler system may not work properly.

The water pipes should not be a problem unless you are talking about a shower and then that may require further information from you.
