I replaced the fuses but unit still won't turn on, I turned off all of the breakers to try and reset, what else do I need to try to reset the unit

You need a digital multimeter to diagnose what is wrong with it. You need to know if you have control power (24 volts) and power to the various components. You could also have a safety that popped open and all you need to do is to reset it. Some have a red button on the outside unit that will open if the coils are dirty.
