When I flush the toto commode the tank does not refill. I checked the water faucet to make sure it was open. The toto commode was working yesterday.

Something has gotten caught up in the Toto fill valve (or the shut off valve). Here, I would shut off the shut off valve to the toilet and disconnect the supply tube from the toilet fill valve. Now, direct the supply hose into a bucket and turn the water on...do you have good flow? If you do not have good flow then the issue is at the shut off valve (we can discuss this if needed), and if you do have good water flow then the issue is up in the Toto fill valve and the fill valve will probably need to be replaced.

I don't work with Toto very often, but as far as I know, the fill valve cannot be disassembled and cleaned like the more common fluidmaster toilet fill valve. In this case, you will need to purchase a Toto fill valve from online or from a local plumbing supply store.
