Usually I have water coming into the house through a pvc pipe which then goes to two 300 gallon holding tanks. My float reaches a level then shuts off. Lately my float fails to work, so I can switch it over to manual and bring in water from the well that way too. But now that has failed as well and now my water won't come from the well to my holding tanks. The lights on the box state that it is working, but no water is being released into my tanks. I have a goulds pump model A3-2012..

Is this a surface pump or a submersible? Can you hear it running? Back to you, Tom off

The Gould model you referenced is not the pump but rather the control panel. This site has a manual you can download that might be helpful

A3-2012 | Goulds Simplex Wastewater Control Panel (http://www.pumpexpress.com/pump-41366-goulds-simplex-wastewater-control-panel.html#tabs1-man)

It would seem that either the control is working and the pump has a problem, or the other way around. You can use a voltmeter to see if you are getting current at the pump, or even just at the leads going to the pump. If you have current there, then the box would seem to be doing its job, so the pump is where you would look.
