Someone admitted to me that he deliberately set his house on fire back in the early 1980's and on another occasion arranged for someone he knows to burn down his garage in 1985, both time receiving damages from the insurance company. This person lives in Ontario Canada and this is where the fires were deliberately set. Can he still be charged with arson?

Very doubtful. No, that is what statutes of limiation are all about.

And there is also probably another SOL which protects him from being sued by the insuance company.
