Carrier compressor, air handler runs fine, can press relay and it runs, have 24ish volts between red and common going into the board. When I unplug board I hear the relay inside the compressor clicks, there is no voltage trying to power the relay so I figure it's not the relay

Are you seeing any code lights blinking threw the view port on the lower panel ?
