What are these tiny black bugs on kitchen counter and in kitchen sink? I've cleaned with bleach one day, Lysol the next, and they keep reappearing out of nowhere. They are small and move quickly but I have no idea why they don't seem to react to the cleaning products they just keep coming back all day. How to I get rid of them??

"Tiny black bugs" presumably indicates something other than ants. If they fly, make sure there are no fruits out in the open, including tomatoes on the windowsill. If not fruit flies, likely you have an infested drain. Get an Enzyme (NOT chemical) based drain cleaner and follow the directions to get rid of soap scum and organic debris on the sides of your drain where they lay eggs. After that, go through ALL the dry goods in your kitchen and pantry and make sure you don't have a beetle infestation. Throw out everything with them in it.
If they ARE ants, you will have to find out where they are coming from. Sticking the handle of a teaspoon into peanut butter and leaving it in the sink overnight will attract them and they will form a trail to and from their entry point and you can seal that to keep them out.

Thank you so much Catsmine, the more I inspect it looks like the tiny black bugs may be coming up from the sink drain so I am going to look for the drain cleaner you suggested. Hopefully this takes care of the problem. Thank you for your time.

There are various products on the market in different parts of the world. "Zep" brands makes one, another is called "Bio-clean." Those are both available in the Southeastern U.S.; look them up online for ingredients and directions then see what's available in your area.
