Look and saw small expansion tank could be full of water would this affect HW tankThe expansion tank won't affect the operation of tohe water heater . However, It sounds like the bladder;s ruptured and it needs to be replaced.

Before can give yo0u a answer I need more information. Gas or electric heater? How old? Did this happen all of a sudden? Any more details? Back to you, Tom
