Table saw is plugged into power strip. As soon as the blade starts to bind, it trips the breaker on the power strip

Try a heavy duty extension cord and get the outlet strip out of the equation..
Why does the blade bind by which I assume you mean the blade slows dozen or stops.
If the breaker in the panel trips, when you use just an ext. cord, your problem is the saw, the blade condition, or your sawing procedure.

Anytime the saw blade binds, it overloads the motor and will cause the breaker to trip. Either try a larger cordset, a new blade or slower infeed.

You cannot just use any old cord. You need a cord rated for the saw's ampacity, which I assume is around 12-15A draw. This will require a #14ga cord minimum, and better yet a #12ga cord.
This will affect the usage of the saw.
