24 year old living with his 83 year old grandmother. He will not work and is mentally abusive at times. Can she put him out? They live in Virginia.

Even if not paying rent, he will need to be treated like an renter. So he will need to be evicted.

Of course, she can just tell him to get out, order him out, and see if he leaves, if he will not leave, just give him eviction notice and evict him

Also where is the 24 year old parent in all of this, while not legally liable, they have some moral duty to this also.

Doesn't matter if he is paying rent, doesn't matter that he is a relative. He is a resident in her home.

She has two choices. First, give him written notice to vacate within 30 days. If he becomes abusive, call the police and ask that they remove him and apply for a restraining order. Or wait the 30 days and if he doesn't vacate, file for an eviction order.

I agree with above posters... follow that adivice.. have him evicted. If he gets abusive before then...call the police immediately. I would have. What they need is a healthy dose of reality. THat will force them to get a job... to pay for everything and see how they screwed up the good deal they had if they had only made the appropriate effort and behaved in a mature manner.
