I can't remember the name or character's names but: it's a teenager's book, it starts with a boy catching someone who stabs himself before he is captured with a smile of satisfaction. The boy works for some organisation that protects the city from these outlaw people. He meets this outlaw girl who makes him realise that actually his own government is in the wrong, and it turns out that when these 'outlaws' die, they can pass on their knowledge to some of their people. So it turns out they are being captured and kept in drawers, their eyelids cut off and are forced to watch pictures about rape, war etc so they never die. In the end the protagonist blows up this building to allow the people inside to die. I think the guy is actually too young for the army, but maybe he's the son of someone famous? Also the government does something to all the water before it is distributed. Help?
