You can move... Honestly... its not illegal to not have a life... like they don't. Its also not illegal to be an annoying person... The jails would be full of them if it was.

You either learn to ignore him... or move someplace else. But its easier to learn to ignore them....you will find anoying people wherever you live.

It's very common for neighbors to be upset by both lots of cars on the street that don't belong to residents, and by lots of people coming and going out of a house, because that often means either drugs or prostitution. We don't know how many visitors you have, but I would suggest that you tell your friends to stop coming over so much.
On the other hand, if he has nothing better to do than look out his window at every thing you do, then he's just a busy body and you can't do anything about that.

As for the council, of course you have to fill out their forms and do whatever they want, as long as you get help from the taxpayer. If there are rules about how many people can live in your apartment (it isn't 'your property'), then you risk losing your place if people are spending too much time there, especially overnight.

You can't do anything but go talk to him and see what his problem is.

First...how many visitors do you have and how often does it happen per week?

next, what would make him think to complain about you running businesses from there? Have you ever done anything that may cause him to think this?
