I have rural property that I want to build my home on it is approximately 4 miles from the nearest rural water line. The water line is a 2" line. The water district will provide me with water but I have to pay for the water line going to my property. How much does it cost per foot to install a 2" water line?

Impossible to guess... we don't know the soil type in the area... we don't know how far it needs to be buried, we don't know the material and labor rates in your area.
You really HAVE to get several local contractors to bid... only they will have the specific details needed.

I do not believe this is practical for the distance you state. First, the cost will be very high and second, Using the Hazen Williams Equation for PVC flow and friction loss, a 2" Schedule 40 PVC pipe, flowing at 5 GPM, loses 2# per 100 ft. Do you own all the land through which the pipe will flow? Do you have electricity on site? If so, a well would be much cheaper.
