If your sister is an adult, and she can prove it is in your best interest to live with her, she can hire an attorney and file in court for guardianship of you.
But have to prove a reason, just not like you, is not a reason.

When you turn 18 you will be an adult and you can go anywhere you want, in fact he doesn't have to suport you at all then... until then there is a court order which gives him custody and it will cost money to have it changed or even petition to have it changed... you can't simply go where you want when you want.
Its also going to take time...and money.

18 is the age of adulthood in the US, but not all countries. Are you in the US?

Until you are 18 you have to live with your custodial parent. I'm assuming your mom and dad are divorced and he got custody.
Unless he agrees to move your sister would have to go to court to prove why she should have guardianship. And I dodn't see a good chance of that.

Why do you say he doesn't like you? Does he not provide for you? I have to say I didn't always get along with my parents when I was 16 either but lived with them till I left for college. I also know they didn't always like me either but still loved me! If you sister has proof that your best interests would be living with her then she can file with the court to try to get custody of you but as said above that takes time and money. What state are you in or what country if not in the US? Local laws can be different as to what age you reach adulthood. Have you tried to get along with your dad?
