I was having an issue with leakage coming from where the water supply line connects to my toilets tank. As I have no plumbing experience nor the money to hire a plumber what I ended up doing is closing the valve between uses but then suddenly when I went to turn the water on to flush no water was being supplied to the toilet. I removed the water supply line from the valve then tried slowly opening the valve to see if water flowed but it doesn't. What do I do?

Lets see. No toilet, no money and no plumbing experience. In a bit of a pickle aren't you?

You have a blockage in the stop valve. Simplest thing to do would be to replace the valve. If you are having problems with a leaking supply tube, you should replace it also.

Purchase a new valve, a braided toilet supply. Turn off water. Remove old valve by unscrewing the nut as shown below. Install the new valve, using the old nut and compression ring. Install the braided supply tube. These seal by "O" rings and do not need to be over tightened. Tighten hand tight and then one or two turns with wrench.
When purchasing supply tube be sure to get toilet supply, not faucet supply, they are different. Nine (9) inches is most common length.

You can use pliers to loosen and tighten the nuts but you will probably scratch things. An adjustable wrench would be better.
