Social security income. They do not file income taxes and are not eligible for the subsidy.

The Health market place has fail to suggest if you should file a income tax
Form on Social Security income alone. There are no income tax withheld.

I assume that your first sentence was meant to say "777,000 WITHOUT health insurance in Florida" Correct?
One possibility is Community Health centers which were supposed to be expanded as part of the ACA (obamacare).
This is a sample list of some of those centers in FL (I picked Broward County at random):

These centers are supposed to work as follows:
HRSA health centers care for you, even if you have no health insurance. You pay what you can afford, based on your income. Health centers provide:

checkups when you're well
treatment when you're sick
complete care when you're pregnant
immunizations and checkups for your children
dental care and prescription drugs for your family
mental health and substance abuse care if you need it


You should be able to search for locations of these centers on the site of that link also.

Various news reports indicate that Florida is one of about 9 "may expand Medicaid" states. Stay tuned to the political goings on.
