My two step sons stayed at a friends house and only one if them came home with bites all over his arms and back and even his ears and back of neck. Some of the bites almost looks like a starting of ring worm. Is it bed bugs or something else

Really, it sounds like anything from fleas all the way up....We can't diagnose this online. You are best off to get him to a doctor for a formal diagnosis and treatment if needed.
