The cutoff valve connection has a raised area in the center of the threads. The threads on the supply line I bought won't reach down to the threads on the cutoff valve because of this raised area. Help !

So get a longer supply tube.

It's not the length of the tube, it's the connection part. The threads on the tube won't reach the threads on the valve, because of the raised center inside the threads on the cutoff valve.

2. A paperclip symbol will show up on the top option on the box that you type in. Click the paperclip.

3. A new box will pop up called "manage your attachments".

4. Hit the "browse" button.

6. Hit the "upload" button beside the browse button.

7. Under the section "Upload file from a URL", a link will appear. That's your picture.

8. Close the manage attachments window.

9. Click on the paperclip again. Your link for your picture will be there. Click on it.

I can't really tell from here but the part protruding doesn't look like a part of the valve. Grasp it by sticking a pair of needle nose pliers in it and see if you can pull it out. Never seen a water stop valve that looks like that. What does the supply tube that you removed look like. I suspect that the protruding is just the compression ring from the old supply tube.
If you can't remove the protruding part, replace the valve. Shouldn't be difficult it's a 1/2" compression fit.

I'm told it's a flare.

Change to regular 1/2" compression stop valve. Never seen anyone use a flared fitting on toilet supply tube.

To make supply tube fit you would have use hard tubing, flare it and use a flare nut.

You should be able to use the compression ring and nut from the old valve.

If you are not able to remove the part as Harold says I would suggest to remove the old valve buy a new angle valve and supply line just replace see the images below, good luck.

That is a flare fitting. Must have made a special riser. Do as Afaroo suggests.
