Processing services for what? Is this a business class homework assignment or a real letter from a real business?

This is a real letter for business. I'm new in my position and was told to write a letter to the state concerning for us to register to do business with, the state have a fee for everything including asking for expedited processing services with an additional fee.. I just need a little help on writing been out of touch awhile on writing..
