I have replaced the upper and lower thermostats, upper and lower heating elements and the fuses and my water still doesn't seem to be warming up. And we don't understand why

I hate to be a bummer here, but if you needed to replace EVERYTHING like that then that means you don't understand even relatively basic electrical theory...could get you killed! I'd call an electrician in at this point...sounds like something got mis-wired and that could be dangerous.
