Can a land owner rent land to a person who has horses and land oner will not supply water to land

Does the person with the horses (a "lessee") have a written lease? Does the lease recite that the lessee may keep livestock on the land and does it specify that the lessee has water rights?

Assuming this is not residential property, it all comes down to what's in the lease. If the tenant is dumb enough not to make sure that the lease includes water rights, then legally the landlord might be able to do it. Of course, if the lease made it clear that the tenant would be raising livestock, it would probably be understood that water rights be provided. And a court might grant them
