My fiancé is in jail and has had a no bill on his case since oct 18th. It is now nov 15. He was released by the courts and no charges have been made. The judge told him to tell his po his address and he will be released. He told his po his address and he is still in jail because his po won't lift the hold even though the case was dismissed. We believe he is doing it just to mess with him because he's mad the case was dismissed. Can he legally do that?

No, but he's getting away with it because he can use all sorts of excuses, such as he never got it. Have your boyfriend put it in writing and you mail it certified, return receipt requested.
Keep a notebook of what happens and when so you have a timeline (you don't even say here when he gave the po his address, or in what form). Teach yourself to be very specific about facts.

Can he legally do that?!Your fiance' doesn't need to be convicted of new charges in order for his PO to hold him for a violation. I'll bet that's what it is.
