Hello, I'm thinking of an oldish (colour) movie.

Its set in an airport, about a person who instigates / starts up airplane rescue procedures (what ground crew do in emergencies with plane crashes).

No one believes this person, but when an actual / real palne crashes, & the rescue procedures work - the process is spread to other airports etc.. etc..

I think its based on a true story, dated in 1970's or 1980's.

Would you know what the movie is called ?
