I was planning on prying out the old metal frames & replacing my basement windows with vinyl replacements. Is the original frame of any structural significance?

The metal frame doesn't provide structural strength to your wall. You did not tell us how your home was constructed; concrete or block. The window is tied in pretty well so you will have some difficulty getting a flat surface to attach your vinyl windows. You might consider making a sleeve out of wood to give you a nailing surface.
