My Kenmore washing machine model # 110.46462500 will not fill with water. I have put in a new fill valve and it still will not fill with water. What else should I check and how Thanks bill

Use an ohm meter and check the water level control. There are three terminals on the switch: Common, normally open, normally closed. Remove clear plastic tube from tub and blow on it and test the switch with an ohm meter. It should switch as you do this. If not, replace it. Make sure the hose has no leaks in it as this will keep it from working. It is most likely stuck, or you could have a bad timer. I do not understand why you changed the water valve if you have not tested it and found it to have an open solenoid or bad diaphragm. That is not the way to fix anything.
