Ok got a question, I installed a service meter/combo Midwest trailer. Anyhow I was going take 20amps off it to power the septic pump since the panel accepts four breakers well the inspector rip me a new one and said I couldn't do it that way everything has to be feed from inside. Is he right? I tried looking it up in 2008 but couldn't find anything. I didn't see a problem doing it that way. What's your thoughts

He is totally wrong. That is exactly what those breaker spaces are there for.

Obviously he did not cite a code for failing this, right?
Ask him what section of the code it violated. If he says anything even remotely like "I just don't like it", or "I'd rather see...", then he is over stepping his authority.

I run 2 breakers off mine, outlets and a run to the garden house.

No he didn't say any codes he just kept say its for services only. I didn't think I did anything wrong but boy was he mad about it
