But I am ready to pay interest whatever they charge me, I have to exit the country to visa change. Is they can put me on blacklist ?

You mean to say they can put me on blacklist ?

I really don't know what country you are referring to now. I don't know the requirements for blacklisting.
But they are entitled to contact you for payment.

This site:
Visa ban Dubai (http://www.dubaifaqs.com/visa-ban-uae.php)
Lists reasons for a blacklist. Being behind on a credit card isn't listed.
