So I have no insurance. Right now I have no job and possibly won't be working through the winter. I am not eligible for welfare health benefits. So what do I do when it is mandatory?

It's going to cost you a pretty penny. And that pretty penny will just be shinier if you don't buy it and get fined. You could even go to jail for not having it or not paying the fine.

If you have no income, from what I can tell about PA's setup, your situation will default to Medicaid coverage. That will change when and if you get a job.

Check with one of the ACA enrollment sites. Open enrollment is 10/01/13 - 03/31/14.

I was wondering that too if I would now be eligible for the Medicaid even though I am not now. I'll have to check on that,

"In 2014, the fee is $95 per adult or 1 percent of household income.

In 2015, the fee is $325 per adult or 2 percent of household income.

In 2016, the fee is $695 per adult or 2.5 percent of household income. "

Also, there is supposed to be a provision in the law allowing an exemption from buying insurance (and cancellation of the fine-Supreme Court says it's a tax) if the cost of the insurance would exceed a certain percentage of your income.
Since there are also provisions whereby insurers can increase a person's premium by 50% if the insured is a smoker, theoretically a person could start smoking which could put his/her premium above that maximum percentage of the person's income, and the smoker could be exempted from the "tax" altogether.
