My daughter is in college and lives on campus shouldn't she receive the support payments instead of her mother

You probably should take this to court to make the amendment. It isn't going to just change when her situation changed

Child support is paid to the custodial parent for the costs of raising the child. But its up to the custodial parent how to use the payments. It is not paid directly to the child. So going to court for a modification will accomplish nothing.

Even with joint custody?

Even with joint custody?

There can be joint legal custody, but rarely is there totally equal joint physical custody. Almost always, one parent is designated the custodial parent and the other the Non Custodial Parent. Especially when there is a support order, the support is paid by the NCP to the primary custodian. But whenever there is a support order, the support is paid to the custodial parent.

Child support is never paid directly to the child. It is paid to the person who is named in the child support orders to receive it. Only the court can alter the payment of child support.
