I get no water out of the valve since I turned the water back on after changing the hot water tank.

Is this the house water shut off or the cold water inlet valve? Are you sure the valves are open? Sometimes the gate valve disc comes off and the Stem screws out but disc doesn't pull up. This will be in the cold water supply.

What valve(s) did you shut off to change out the water heater?

What valve(s) did you turn on to get water flowing again?

Did you purge all the air from the water heater?

Does water flow to other faucets in the home?
