If an mechanic took a job on to refit a fuel pump after reconditioning, would you then expect the client to take the lorry to a second garage to get the timing checked, check the throttle works and make sure the fuel injector pipes are attached correctly and working, or would you expect the first mechanic to of done that and make sure the pump is working once he had finished his work?

That depends... did you take your vehicle in and ask for the pump to be refitted, or did you take your vehicle in and ask to have a problem diagnosed?
If you asked for a diagnosis, then those items you mentioned should have been pointed out and an estimate written. But if you asked for a pump refit, that's what you got.
In that regard, you've placed an order rather than ask what else may be faulty.
Personally, I would have probably told you either while I was working on it or when you can to retrieve the vehicle that it needed more work.
Hope this helps clear up the distinction...
