I have small pumps on my penis head only noticeable when I get an erection they don't hurt or itch could it be a rash or infection

Is this a new thing you have noticed, or have you had them for some time?
If this is something new, it very well could be a rash or some type of infection, especially if you are sexually active.
If these have been around awhile (as long as you can remember), it may be nothing to worry about, and could be something as simple as 'Pearly Papules'
Pearly penile papules are small (1 to 2mm) round bumps that are attached to the rim of the head of the penis. These bumps can be the color of the skin, translucent, white, yellow, or pink. The bumps can sometimes go all the way around the rim of the head of the penis, and the bumps can form multiple rows around the head of the penis.
These bumps (or papules) are completely normal and not a sign of infection or uncleanliness.
Whatever the case may be, I would recommend seeing a specialist.
