The landlord is harassing us and she even had one of her buffalo police friends come over here to tell us she can come into the property whenever she wants.She said she is coming on Monday I told her that is not a good time and he said (police officer)gives her permission to come in when she wants because I'm being difficult.She has harassed us threatened us and has touched my belongings.along with other things.Do I have enough to take her to small claims court,also we paid her a months rent but we couldn't move in until the end of the month and she never returned the extra money to us.

Small claims for what? The landlord can enter the property any time with reasonable notice or for an emergency.

How are you being difficult? Is this Buffalo, NY?

It appears they have given you notice. The time does not have to be OK with you. So they may come onto THEIR property and inspect, do work or look around.

All they have to do is give you notice, unless it is an emergancy.

You do not have to be there,

I don't know that the landlord can "inspect" at will unless there is an emergency.

But I agree that this is not a matter for a small claims court. I don't see any money damages. Instead, OP should make a formal complaint to the police department that the officer has been interfering with her right to quiet enjoyment of the premises. A police officer doesn't have the authority to give a landord "permission to come in when she wants".
