Depends on where you live.

Where I live we have a few gaming stores that buy and sell used games, and gaming tools (wireless controllers, headsets, etc). Many of the games are under $20, depending on their popularity. There are also games that are as low as $1.

Pawn shops may also have these games, or kijii, eBay, and other sites like these.
