The wires got chewed by dog coming from the unit to thermostat I only see what looks like red to red and white to white. There is a green one what wire does that connect too? Or is that left out.

If you connect red to red and white to white, does the unit work?

Red is likely power, White for heat? Green for Air Handler Blower, and blue or yellow for the outside compressor? Most likely.
Turn off power to Air handler, remove thermostat cover to access terminals, and connect as shown?(if any wiring is left on terminals, turn Air Handler back on. Good Luck

Forget the above, but may be used for reference, just noticed you said outside unit.
The red and white is likely all you need.
Sounds like if the red and white were touching and the AC was turned on, it likely blew the transformers fuse in the Air Handler, or The Transformer(if there is no fuse).
Should have 24 volts out when you have 240 volts present on the primary side.
Good Luck

Yeah I connected red to red and white to white leaving te green wire not connected and everything works its just not getting cold. I did hve the thermostat set to fan when I turned off power at the breaker (only cause I was alone and had no other way to tell if I cut off power to the correct place. Would this cause a short in a fuse? If so would that cause the cooling part not to work? And thank you guys for your help

The low voltage wires on the outside are not connected to the thermostat. They are connected to the transformer and relay inside the interior unit. They activate the contractor in the exterior unit that connects the high voltage line. While multi-wire cable is normally used, only two wires are required to complete that low voltage circuit if this is an A/C only and not a heat pump.

Trace the low voltage cable from the outside back to the interior unit and see which wires are connected inside the interior unit. Do not confuse this low voltage cable with the low voltage wiring to the thermostat.

The wire for the outside compressor goes through the Air Handler from the thermostat. If the blower works, the transformer and fuse are fine.
When you place the thermostat to cool, you should have 24 volts to the Compressor Units's Contactor's coil.
You also need power out of the Compressors disconnect.
