I think it was Released 2010-2012. Starts with about 5-7 random people being shot from afar in a city (new York?). 1 person is walking up steps entering into a work building. Another is sitting on a bench (maybe with flowers). Another is approaching the person on the bench. (Which I think was later found to be having an affair together). Another person shot at was jogging, and another serving food/snacks from a cart/kiosk. Etc. I believe the movie was to show how these people were related/involved- but maybe this was just one of the investigating theories?? Don't remember much more. Any help.
