Yes, it is correct grammar and punctuation. All I would question is if you mean to say close or closer.

"I'm holding the article, "Five Steps to a Healthy Heart", for an issue closer to Valentine's Day." I would add the two commas.

It is not necessary (or correct) to offset a title in quotes with commas. If you want to further emphasize that it is a title, you can italicize.

Apart from it being St. Valentine's Day, I would say it is correct.
