If this person has no professional experience but offers a unique experience, would you do it?
Given that the price for the tour is reasonable and offers you a more personalized experience than corporate tours.

How much would you charge per hour?
Given you can take them anywhere they like or offer a special activity on town, even a night out.

Most tour guides need certification, licensing for much of what they do.
This type of guide would be much less professional

Personal tours are available though legal companies that offer professional guides.
No, I would not think the use of non professiions is a good idea, it could ruin a costly vacation

Sounds like a great idea for a knowledgeable person who knows his city, right?
Trouble is, you can't just drive people in your vehicle without a license from your city and extra liability insurance from your insurance company.
One little whiplash injury, and your client could sue you for more than you will ever make in a lifetime.
Once you find out what all that will cost, you can start determining what you will charge.
It will vary all over the world.

Knock yourself out, but don't use your own car. Night spot hopping by cab? Sure.
Print out business cards and give them to hotel concierges.
Who goes on the internet looking for tour guides of cities? Not many.
