45 1/2 % = ((45*2)+1)/2=(90+1)/2 = 45.5
So the simplest form of 45 1/2 % is 45.5 %

I suggest you start by writing the percentage as a fraction with 100 in the denominator, then simplify. For example if the number was 25-1/3%, that's equivalent to:
25 \frac 13 % = \frac {25 \frac 1 3}{100}
In this case we have a fraction in the numerator, which we can get rid of by multiiplying both numerator and denominator by 3:
\frac {25 \frac 1 3}{100} \ \times \ \frac 3 3 = \frac {76} {300}
Now you could simplify 76/300:
\frac {76}{300} = \frac {4 \times 19}{4 \times 75} = \frac {19}{75}
Now apply this same process to your problem.

Or..
Just divide 45.5/100 ( which is the meaning of % )
= 0.455
= 455/1000
===============Now, just factor out and get simplest form.
