Hi, can anyone please help me understand the general concept of the following sentences?

"Where there's a will, there's a won't.And he is discovering that will, big time."

will = yes
won't = no

Someone can say yes, but that same someone can also say no. He is finding out that the answer can be yes, but the answer can also be no.

"Big time" sounds like he may be hearing the word NO often.
