What Operating System are you using? What version of Internet Explorer are you using?
A lot of times Internet Explorer's executable gets corrupted. If you go to the Control Panel --> Uninstall a Program, uninstall Internet Explorer. This will revert the browser to the original version that was installed when the computer was configured. After you uninstall, reboot your computer and test that you can get to an Internet page. If successful, you can go about upgrading back to the latest version.
Hope this helps.

Reseting Internet Explorer always helps. All those toolbars tend to interfere with IE.
Go to Control Panel -> Network and Internet -> Internet Options
Navigate the Advanced Tab
Look for the Reset Button at the bottom.
If this is too difficult, then just go to control panel and uninstall all toolbars from the system.
Hope this helps.
