.10%


With the decimel point in front of the number, and without any zeros.
I know .40% must be a small percent of a 100. I know its not 40% or 4%

Same with .10%


These are interest bank rates

1.0% is One Percent... so .40% is .4 of One percent... just under one half of one percent.

.10% is One Tenth of One Percent.

Does that make sense?

Maybe if we put in leading zeros, that always helps to think about it.

It's 0.1% (trailing zeros are useless except in accuracy of measurement)
