There are no laws against dating. However, if your parents don't allow you to date him he could be charged with parental interference.

It depends on your country or state law

There are no laws against dating. Sex will depend on your location as the law of consent varies.
If your parents do not want you to date, he could get into trouble.

Yes the law would only be if there are legal problems where your parents could get the law which can include things other than sex.

It always amuses me when a minor is dating an adult and the minor ask if the adult can get in trouble. If a 21 year old is going to date an underage girl, it seems to me he needs to find that information out before he does it. Why is the minor the one worrying?
It's like asking a girl for sex and having her buy the condom. Just my opinion.

The parents can make a lot of trouble if you are a minor, and they are responsible for you, and you are dating behind their back, or against their wishes.

Also, I may sound rude but he is 21 years old, of course he will want sex at some point.
