I need to set up a relocation escrow account in the los angeles area for a tenant that I am moving from my property so a family member can move in.

I have called banks, and escrow companies and they have no idea what I am talking about

Does anyone know where I can do this. I only have 1 week left??

You have a tenant, so I assume you are breaking his lease? And in return of him moving you are going to pay him a certain amount of money ?

I would say that an attorney could be hired to hold the money in escrow, to pay the other party at the completion of the signed written agreement.
