I've never seen a trailer where the meter was allowed to mounted to it. That is pretty clear in the definition of a mobile home.
For a manufactured home it can be on the home but several guidelines must be met.

What code did you see that required conduit or MI cable?

You are misinterpreting NEC 550.15(H) by using the "Exceptions" that are allowed. The sentence, "The conductors shall be suitable for wet locations." is the governing "Norm". Numbers 1 and 2 are conditions that are exceptions to the "Norm"
